The BLM's online adoption platform allows qualified applicants to adopt mustangs and burros through a bidding process conducted on the internet, making the program accessible to people who cannot travel to in-person adoption events while expanding the pool of potential adopters for horses held at facilities across the country. The process begins with the prospective adopter creating an account on the BLM's adoption platform, completing an online application that includes facility information and agreement to the adoption terms, and receiving approval before being able to participate in bidding. Online adoption events are held on a regular schedule throughout the year, with horses listed in advance of each event with photographs, basic information about herd of origin, sex, age, and any available notes about the horse's behavior in the holding facility. The bidding process during online events operates similarly to an online auction, with bidders placing bids on specific horses they want to adopt and the highest bidder at the end of the bidding period winning the adoption opportunity for that horse. Successful bidders are then responsible for arranging transportation of the adopted horse from the BLM holding facility to their own property — the BLM does not provide transportation, and the adopter must arrange and pay for appropriate horse transport from the facility location to their home. The online process makes it possible to adopt horses from facilities in states other than the adopter's own state, which expands the selection of available horses beyond what local in-person events provide but adds the logistical and cost complexity of long-distance horse transport.
